For two centuries, the so-called "Local Government," as structured by the State, has been a mechanism with the primary goal of suppressing the social spirit and shaping a state where moral values and unwritten rules of integrity and ethics disappear.

A multinational state by structure, the subservient, foreign-serving ruling class shaped conditions in certain villages to be considered cities. This was because these villages enjoyed some political favor, which was never accidental. Often, when this favor was lost, decline and desertification followed, just as in the villages.

Mountain villages, in particular, have always had a problem, and there has never been a mountain city except for one, because there was nothing flat or semi-mountainous there.

The important point, of course, is that ultimately there is no city that can be considered to have even basic city specifications. They are simply corrals where shepherds confine the people of their province.

Under these conditions, Papadiamantis's relevant theme that "the Mayor cannot be moral" always lingers, and of course, it will remain unanswered... (The Author)
